The hint is best explained with an example:

At the start of Scenario 17, Rockhampton has four squadrons of B17Es. All four squadrons have damaged aircraft, totalling 8. If, on turn 1, you transfer these squadrons in icon order (bottom of map)...... 28th, 30th, 93rd, and then 435th.......you end up with a part squadron of 8 damaged aircraft at Rockhampton designated 1/435.

As most will know by now, these 8 aircraft, when repaired, will also be transferred....... but all of them will go to the 435th in Cooktown and this squadron ends up with 12 B17Es. Problem is, the Commander of the 435th isn't the best of the four squadrons' Commanders. There's a randomisation of Commanders and their ratings at the start of each game, but in all the starts I've made the best Commander is the 28th's........ in my current game he's Lopez rated 74/64, while the 435th's Commander is Lewis 59/61.
It makes sense to give the best Commander the most aircraft so, in transfer situations such as this, make sure the squadron with the best Commander is transferred last.........

None of my B-17 squadrons have ever exceeded 6 in numbers of aircraft of any state (ready, repairing, or in reserve).

I frankly don't understand why these squadrons remain at a consistent strength of 6 no matter what I do. And I've had them on training / 0 for months.

Same here and I dont know why. Later you will recieve new B-17 units and they will have 10+ in them.

You can disband airgroups, the planes will be transferred to the nearest squadron(operating the same aircraft type). It's a great way to consolidate your squadrons early in the game and get the commander you want.

One of the designers or playtesters mentioned awhile back that these are the remnants of the squadrons from Clark field... They stayed in incredibly small numbers for some time because the focus was on sending B-17 replacements to europe. Once you get later on in the game, the pipeline opens up and these units beef up to normal strength. I know it sucks (I could use some LR striking power in my game right now), but this was what happened historically.

Hello...

Ya, these planes came from Clark. There are no replacment aircraft for these for several months. You will eventually start getting replacments. Until then, use them carefully.

I am 200+ days into the game and my B17s have started rolling in. Some of my strikes have had as many as 75 in them. Due to loses my SQ stay anywhere from 8 to 12 AC.
