sdhundt -> USSR- Do they ever surrender (6/11/2009 9:01:10 AM) I am playing as the AXIS and it's the summer of 1942. I have captured the middle areas of the USSR and Moscow but the Russians don't surrender. Do they ever surrender in this game or do they fight it out to the last man ??

They are like any other major power in that they will capitulate if you capture all their capitols. So throw everything you have at Perm and you're all set.
