I have always read that the crew asked for ballast in the form of concrete or sand and instead got 20 tons of gold and silver bars.

IIRC the skipper personally oversaw the loading to make sure all was accounted for. When arrive at Pearl there was one missing, yeah 1gold bar out of a couple hundred or so. The ships was in search of the bar. Turns out it was being used by the head cook as a paperweight. If you ask me "paperweight" sounds more like plausible deniability.
