Gunboats can only attack as part of a siege, and for that you need to have a friendly land container ie division, corps or army, present. Provided the container is in the province concerned at the start of the turn you can then select a siege to commence against a fort, or the city if no fort is present. This is done by using the engineer order menu on the container control box which also allows the type of siege to be selected (on subsequent turns any adjustments are ordered through the siegework that appears). A gunboat is counted as part of the attacking (or defending) artillery either in conjunction with the other non-artillery brigades involved or just as an artillery attack if the bombard option is chosen.
