Logistics won't be affected. To release various units you'll need to allow PP's to build up allowing you to release various regimental/brigade sized units to reinforce areas you feel need priority. From a "Real World" perspective, think of it as you gaining through various manipulations permission to utilize various units for your operations. From a game/scenario point of view, the purpose is to make the scenario worth playing. Japan player's biggest handicap when playing under non-variable arrival schedule is lack of troops. Historically the Japanese didn't send enough, soon enough and this crippled their efforts from the get go. The Allied player of course can't help but know that thx to hindsight. If all the LCU's on the map were unrestricted, it would not be hard for the Allied player to quickly move forward enough LCU AV to make any kind of invasion all but impossible from the Japan perspective. This way......game pace is slowed and the Allied player has to plan in advance on which bases he wishes to prioritize because the scenario is designed to not allow you the luxury of freeing enough LCU's to defend ALL your objectives adequately at the same time.
