I don't know if this is known or what, bit of a show stopper for my campaign game scen 2,
the fort there will not go below 3 , I reduce it to 2 then next turn its back at 3, been happening for about 6 turns now maybe more

It seems to be working as designed in that the "effort" needed to go from 3 to 4 seems to be at least five times the "effort" needed to go from 2 to 3. As a result if the fort is a 3 at 85% completion to level 4, it will be able to repair from 2 to 3 at least five times and maybe more. It sounds like you are able to peg it at six times now. I have seen a fort status immediately after combat of level 2 with 1040% progress to level 3 but I am not certain it was valid.

Just keep bombing to insure that there is always some airfield or port damage and it will eventually fall.

no im quite sure there is a problem here, I have nearly 1400 assault in the hex I have been bombing for 3 weeks, on the ground combat screen I can see the allied assault value is reduced to nothing , a fort reduced to 2 should not go back to 3 more than 6 times in a row correct . I have been playing this game for years (first iteration) and I have not seen this before .
