Its completely clear to me - so much so that I have trouble figuring out how else to explain it. If a ship has 300 troop capacity, then it has 300 bunks plus messing and sanitary facilities for 300 men. It can obviously load 300 men and carry them off somewhere. If a ship has 300 cargo capacity it has cargo holds big enough to carry 300 tons of supplies. Instead of supplies the cargo holds could have temporary bunks added, plus messing and sanitary facilities. It takes the equivalent space of 6 tons of supply to carry one man, so 300 cargo capacity could carry 50 men.
