I think the button only appears if you're actually able to do so. Are you sure you've met the criteria, which are in the manual? (Check the patch documentation, in case they've changed post-release. I can't remember.)

Gil R. -> RE: CSA Can't Emancipate even if option to do so is turned on (9/8/2009 4:04:04 AM) Patch notes are in the "ReadMe" file in the main FOF folder. I believe they are in both .doc and .pdf format. There have been so many changes since release that these notes are essential.
