I've never created small craft before, despite having played the original WiTP a fair amount and I'm currently struggling to understand how it's done.
The manual says that in order to create small craft you need a transport taskforce loaded with supplies at a port of at least level 1 which has at least 10,000 supplies and you also need small craft in the pool. I've met all of these conditions and for some reason I still can't create barges, not at Manilla, Osaka, Kobe nor Singapore.
Anyone have any ideas?
EDIT: Ok, I figured it out!
