How does it work now in AE? In WITP it would load what it could of units but now if it can't fit the whole unit in it doesn't even load. Why even have submarine transport at all or is it something only the Japanese are able to use now?

Some people might want to transport supplies with subs. The Japs did that historically IIRC, and I think that a few subs reached Bataan with supplies.
