It seems to me like the delay dates on TOE's are on the wrong unit. For example, in scenario 1, TOE 2384 "US 41 4th(Sep) Inf Rgt" has a delay of 430401. It upgrades to TOE 2385 which is "US 43 4th(Sep) Inf Rgt" which has no delay. I would expect the delay date to be on 2385, not 2384.

Also, TOE 2533, and 2534 "USA AK Infantry Rgt" uses device 1170 "T14 Dutch Tank" which doesn't sound correct.

That is the date when that toe is allowed to update which saves me from having to look at the other toe until delay is conted down.

That would be a oober aka "Black Horse" question.
