I have the problem, that I can not combine the 2. Division. All elements have the same hq and still the combine button is not activated. What I am doing wrong?

ceck the operations mode of the units. are they all in the same mode?
if yes, you might want to put them all into rest/training mode might work then.

You were right. The lost recon regiment is the problem. Seems like a bug for me.

That does look like a bug. Try this though, move the Recon unit out and back in; I find sometimes fragments "re-set" to parents when you move them around. In WITP anyway.

Put them into strategic mode when you do this. The pack/unpack increases the chances of triggering a reset.
