What does this do exactly?

I'm experiencing task forces set to "absolute threat tolerance" retreating from surface threats. I had assumed that absolute threat tolerance would mean that task forces tried to carry out their assigned duties no matter what.

You can use Remin on Station.

Actually, rubisco is right.   "ABSOLUTE" threat tolerance should mean absolute tolerance of threats (proceed regardless).  Anything else makes the term "absolute" rediculous.

It is obviously not ridiculous (no matter how it may be spelled). Absolute Threat Tolerance is supposed to make a TF refuse to retreat from any threat. If you have a condition where a TF with Absolute Threat Tolerance is still retreating, please post a save and I’ll check it out.
