What does message mean and what is the cause/threshhold: "X regrets that it must decline to rally due to low national morale" ?

I noticed in pbem 109 this message came up for Austria and Russia, but Russia's National Morale appears to be fine at 1000. [&:]

I assume this means that the nation attempted to move offensively towards an enemy. Is this correct?

I thought it had to do with feudal levy... and I noticed the same thing.

Not 100% on this but might it have to do with agreed rallying points for allies (think it's somewhere in the 'Military' box), whereby allies agree to rally in a certain provinces etc.

So for eg in the 109 game Russia 'Decline to rally' coz it's seperated from it's allies by Prussian & English armies, but thats just guesswork on my part, so don't quote me [:-]

Hee is a general game play question: is there any sort of "clipboard (report page), or right clickie or anything to get an Intell estimate of the number of enemy troops in a province?

In FoF, you could consistently hover your cursor and do something (forget if it was right or left-click or what) and get an estimate, and it told you the quality of the estimate.

I can _sometimes_ and seemingly randomly, get glimpses of actual units (instead of just flags) or even of the number of little green dots under the flag, etc., but it just seems to come and go as I move the map around and stuff.

While fog of war is certainly random thing and I applaud that players cannot automatically know all accurate information about all provinces, the controls seem a bit haphazard, though maybe I just don't know what I'm doing . . .

Rallying is something only AI Allies do. You tell them where to Rally and if their morale is above a certain level they will try to do it. If not, they fail to rally and you see this message.

I see this message about Austria-which I am at war with.

Does this mean that some units routed, but did not rally? If so, where are those units at? With their army or someplace else?

The rally message that I have been seeing does not have anything to do with my own forces or rally location-it is set, but not used yet.

You can set a Rally location for an AI ally, it has no meaning for a human controlled nation.

Those glimpses you are seeing are just a flaw in the way fog of war is handled.

Barbarossa posted a comment somewhere that this needed to be fixed - escpecially for PBEM since you can end your turn with the map in a postion which allows you to see enemy troop dispositions.

Rallying has only to do with AI allies - you give them an objective and they try to move their armies there unless they decline. You used to be able to really screw the AI over like this (France allies with Spain and tells them to rally in Moscow. Spain scatters their armies across Europe taking foraging casualties all the way until their army is decimated - France breaks the alliance and attacks Spain 1 turn later).

It seems to work better now in COG:EE and the AI will decline to rally more often. It has to do with their NML and their relationship status with you whether they do what you tell them to do.

I just click on the square repeatedly and watch the number of dots fluctuate and figure it is somewhere in the middle of the biggest and smallest after a bunch of clicks.

I don't think it is as refined as FOF in that respect.

Thanks for the replies. Must be just coincidence then, but seems like whenever this message comes up the nation affected is unable to attack. I knew about the rally points, but thought it was disabled for human controlled nations. Sounds like this is just useless info then.

Yes, the "decline to rally" notice means that the AI-controlled ally will ignore any rally locations you might give.

There might be some little bug with that message then. Playing as Turkey in PBEM 109 I have received that message multiple times regarding Austria not rallying. Austria is not AI controlled, it was never my ally, and we are at war.

Like some other bits I don't think the 'Rally' feature crossed over to PBEM, remember the game is primerily designed for Solo play and not everything works in PBEM as it does in Solo eg you don't capture ememy ships in PBEM etc. etc.

ditto. We've seen the failed to rally numerous times in PBEM games w/ no AI nations.
