1. Will a unit attempt to fortify itself if in "Rest/Training" or in "Reserve" mode?


2 . What are the specific, numerical supply levels required for increasing fortification level at levels below level 7 ?

If u by fortify it self, means having engineers in the unit make fortification levels, then no.
At leased as far as i have noticed. Could be wrong on Reserve mode, but rest/train its 100 % sure. Its easy to check. Look at hex with single unit in combat. U will notice on the hex overall screen X number of engineers displayed. Non if unit is on rest. Cant say i've tried reserve, but as said ez to check.

only unit with Eng or combat Eng squad work. and only in combat move.

to build over 6 you need at least 25000 supply in the base. i don't know the overall cost of every level
