I have managed to reproduce the case of independent squadron changing HQ on its own (see HQ in picture). This happens when independent squadron is moved between bases by railroad. It is moved into scheduled air reinforcement unit list, and when it arrives next turn its HQ is changed to the HQ destination base belongs to.

No save attached as it can easily be reproduced using Saratoga in San Diego or any of Japanese CVs located in ports on turn 1.

Here is one way of reproducing bug:
1. Move one SBD aquadron from Saratoga to San Diego
2. End turn 1
3. In new turn change SBD squadron planes to some older type, causing it to get 0/18 planes (all need repairs)
4. During the same turn send it to any base around (transfer to any base will have to be done by railroad)
5. End turn 2
6. SBD squadron arrives at destination, its HQ is changed to West Coast{r}.

Tested using latest patch. Bug happens no matter if plane type in squadron has changed or not, I just used it above to make it easier to reproduce.

When groups arrive from the reinforcement schedule without a HQ, they are assigned one as land based groups have difficulty working properly if not assigned to something.
Thus real naval 'was ship-based' groups arriving at land bases are getting a land-based HQ.

There is code present that will change the HQ back to independent if the group is not cargo and the HQ is not originally restricted. [Not working exactly all the time at the moment, but will be correct for Patch 02.]

This is different to the old stock issue where a group from a ship got assigned to a HQ just by sitting in a base for a turn.
Same basic issue but subtle twist ...[;)]
