If playing single-player, you will take command of all the countries of one side and the AI opponent will take command of all the countries of the other side. You can also choose to play both sides (solo play is the colloquial term for this).
If playing multi-player, you will take command of one or more countries of one side. Other players may take command of the other countries on your side and either the AIO or 1 or more human players (but not both) will take command of the countries on the other side.
