Adding units to scenario

I would like to add some trucks to a scenario before I play it. It is a large scenario. Since my side has 84 formations, I increased the number of formations in the preference to 100. But the buy function in the scenario editor will not let me buy more formations. I seem to have plenty of purchase points. Can anyone tell me how to add units to a scenario that has been built. I appreciate any help. Jim Yalem
