Where in the editor can you select wheter units can be divided or not?

The only way to block it is to set its size to section. You need to modify numbers.bmp if you like such unit has correct size symbol.

Next question - where can you divide a unit, say, for extended defend/etc? In the deployment tool?

Deploy the unit, then RMB and select Divid Unit then choose 2 or 3 sub-units in the popup window.

Note that there are limitations to what you can do with one side's formations in the Editor when one or more units are divided.
If you want to move a unit from one formation to another you need to un-deploy the sub-units, re-deploy them to the same location, RMB and select Recombine Unit.
So make sure that dividing units is the last thing you do...

Note also that the subunits' proficiency will not decline if they are divided in the editor -- but that the proficiency will increase if the unit is recombined in the game.

So if you want the 5th Bortshires to have 70% proficiency when recombined and you intend to divide the unit in the editor, you'll need to set the 5th Borts' proficiency to 56% before you divide it.
