I think this is similar to a case reported elsewhere with garrisons, but I can't find that thread now....
French-controlled Naples fleet was blockading the Austrians at Venice. Venice flipped French due to Austrian instability. Now the Austrians are blockading the Naples fleet at Venice. That seems...unlikely.
I think there are several such scenarios that need to be cleaned up, where the game puts "friendlies" inside the city and "unfriendlies" outside, regardless of actual position.
