Restricted HQs (Full Version)

Just started Full campaign as Allies. I see some HQs (like West Coast ) with the (R) and some that dont have the (R) like Pacific Fleet. 34th INF belongs to Pacific Fleet on 8DEC41 in SanFran but doesnt show up as a unit to load on transports? I am prob missing something but i am dense so can someone explain to me?

If you're creating a TF that will unload normally at a friendly port of an acceptable size, the unit needs to be in "Strategic" mode in order to load. If you're creating an Amphibious TF to land on a beach, in a small port, or invade an enemy base, the units need to be in "Combat" mode.
