The manual doesn't really explain this well so if anyone has any ideas, I'd be very appreciative..

1) Where are the Air HQs? It mentions that you receive a bonus at an airbase for the presence of Air HQs but I can't seem to find any. Are these the same as the SOPAC and Northern Command HQs?

2) What are the 'In Reserve' aircraft and how do you get them to move to Ready? I have a group of B-26s (consolidated) that has about 8 damaged and 12 in reserve. I can't figure out how to make these ready even though my Aviation Support ~ 400.

The allies do get Air HQs but they come much latter in the war.
Look for them in the ground units reinforcement air in the intelligence display.

The Japanese have several l Air fleet headquarters plus, Air Division and Air Brigade units, and so general have plenty of Air HQs to go around. Having planes to take advantage of the situation that is another story :-)
