Playing the allies I wanted to repair the railroads in french Indochina and Siam and though I had ten resource points in the area I could not repair the rail. Is this correct? Why? Woodheat[&:]

Perhaps you were in the build phase. When in that phase you can't do anything on the map, but you can still repair them rails if you use the sub-screen to repair stuff.
