In a scenario with Japanese production activated, Peking has Heavy Industry (240), Oil (1000), and Resource (1110).

The 13.2.2 Production rule states that:

For heavy industry factories at a location to function each day, there must be more resources stored at that location than heavy industry, and there must be more oil stored at that location than two times the heavy industry. If these requirements are satisfied, than each heavy industry point produces a supply point and 1.33 fuel points that are added to the base, at the cost of 1 resource
and 1 oil point.

What happens when all the oil points are used up? Peking has no Oil resource so it cannot produce any more and it has no port facilities in which to bring in more.

Tiensien has Oil production and is two hexes away on a rail line with Peking. Will it be able to supply Oil to Peking? If so, is this automatically done? Am I missing something?

If out of oil then no production.

Oil and resources move around automatically in the interior (i.e. non-port hexes) and generally the player can't do much to influence it.

Thanks for the clarification.

I have a follow-on question:  What are the Ishikawajima, Toyoda, Kokusai, and Mansyu engines for?  I can't seem to find a plane that uses them.  Am I overlooking something?

It depends what you scenario you are playing... in some standard WITP games, there are engines present that can't be used for anything (but might be used in other scenarios)... i am guessing you are playing one of the scenarios that includes these useless engines... probably best to switch your production on them, or at least turn them off.

Last Q, hopefully, am I pretty safe in just getting my oil/resources to any major port on Honshu (for distribution throughout that particular island)? Or, do I need to take care and offload those resources at each and every city on the island that has a heavy industry plant?

I thought that the railway system would take care of distribution. Is this a correct assumption? The previous reply specified automatic movement to non-port cities.

The oil/resources will be automatically distributed... there are some problems with a few cities that seem to be shorted for some reason, and it might be necessary to unload stuff at those particular cities... this is a pain as it requires figuring out which cities are shorted, but normally this is only a couple of places and they stay the same... i am unsure which cities are affected.
