Trying to get a Russian surrender. Have taken all Russian vp cities, and then some. Only cities not captured are the far northern/northeastern ones. After 2 turn no Russian surrender yet. Is there something like France that I don't know about that I need to do besides capture all vp cities?

I don't think so, but have you gotten them all?  One thing that has caught me in the past is that any VP cities owned by the Soviets, even if not originally Soviet cities must be captured too.

There are some pretty difficult cities to capture.  Are you playing 1.7?

Playing 1.6.  I have conquered all of the baltic states and finland cities that were taken earlier by Russia.  The only cities they control are the far northern and northeastern corner ones.  I have zoomed out to check if any are vp cities and they are not.

NVM, I missed Murmansk. There has been a significant relocation of assests to north of Lenningrad in anticipation of a spring offensive in that direction.

The manual states that all VP locations must be controlled to force a surrender. This is not quite accurate. While it is true in most instances, I can say with certainty that it doesn't apply to France or Great Britain. It may or may not apply to Russia as well, I don't know for sure as none of my games have progressed to the point of Soviet surrender.

Russia surrendered when I finally took Murmansk. I had to take ALL the VP cities though to get it. I got Britain to surrender before taking all the VP cities in Engalnd. Off course when I chose the puppet option (v1.6) the game crashes and I can't reload. I replayed from a save a this time offered a peace treaty, which Britain refused. After taking out Britain completely, I got another crash. At this point I declared the axis the winner and downloaded 1.7 and started over. The lessons learned in that 1.6 game have Germany well on their way again.
