I want to move a restricted Air HQ in Honshu to Hokkaido. If I move it to Ominato, can I use Marvis to transport it over to Hakodate and deploy it somewhere in Hokkaido??

Nope

In my opinion it should be possible to move restricted units within all bases belonging to the same restricted HQ(s).
Not sure how this could be achieved though - maybe a AI controlled transport that human player cannot interfere with?

I thought you can use air transport to move restricted unit.

You can use transport planes for moving the Dutch around, so why not the Japanese forces between various Home Islands?

i do the same with dutch units (and some others)

It works for Australian units too.

Send it back to Tokyo to disband it . As long it is not a unit with a withdrawal date, you should be able to do this.
