This is just my idea of a general rule of thumb about army organization. Ideally their is no ideal army organization. Everything should be organized according to task and this is just an attempt to simplify the micromanagement that we limited human micromangers have to endure.

The unit scale from largest to smallest is: Army Group, army, corps and division.

Theater Command is composed of:
3 army groups.
1 air army group tasked with air superiority and strategic bombing. Composed of 2 or 3 air armies and 1 or 2 strategic bombers. Possibly a parachute corps employed as 3 or 4 parachute divisions.
1 tank army or tank army group tasked with being part of the operational level schwerpunkt.

An Army group is composed of:
1 inf corps employed as a corps for the army group commander.
2 inf armies each having 3 inf corps. Each corps employed as 3 separate infantry divisions. ie 2X3X3 = 18 separate inf divisions in 2 armies.
1 tank army having 4 tank corps. Each tank corps employed as 1 separate tank, mot and inf divisions. ie 4 tank, 4 mot and 4 inf divisions.
1 air army tasked with recon and tactical bombing.

I chose to employ the bulk of my corps as separate divisions as because I like Sun Tzuian swarm tactics and I chose to employ my tank corps as 1 tank, 1 mot and and 1 inf division because the average german tank corps in operation barbarossa was composed like that. It would be more realistic to employ a tank corps as 2 tank divisions and 1 mot inf division; and a motorized inf corps would be employed as 1 tank division and 2 mot inf divisions. At the corps level I don't think there is such a thing as a pure tank corps or a pure mot inf corps.

I'm not sure whether air armies should be employed as an air army or employed as separate air divisions. I would guess as air armies.

Just in case anyone wonders what mot stands for. It's short for motorized infantry.

Your 2 best leaders should be employed with the theater air army group and the theater tank army. To help you gain air supremacy and to help you main effort/schwerpunkt.

Your army group commander should be attached to the detached army group corps.
Any left over leaders should be attached to:
1) any division in a tank army.
2) Then any division in an inf army.

Edit. The theater commander could have some naval assets: ie battle groups for shore bombardment and transport fleets for amphib invasions.
