Found in file territorial_demands_hungary_romania.xml about the event 8056 : <!--Option 1 in event 8011--> <expression> <leftOperand method="Flag.GetValue" param0="8011"/> <operator value="equals"/> <rightOperand constValue="2"/> It seems to mean that this event will run if bessarabia was NOT claimed by USSR , instead of the contrary that is visibly what is wanted .
