So the consensus is that we can't change the HQ on Para to General Defense after all? In my game, Para is set to the 5th Fleet.

If the Fort on Para is now 5th Fleet, you can still do this to change the HQ:

1. Get a small unit from the Home Islands, a cheap PP spend unit; one of the AA units will do. Change the HQ to a non-restricted one.
2. Move it to Para
3. Change the HQ of the unit BACK to General Defense
4. NOW you can change the HQ of the base to General Defense

Try that, see if it works. It should.

NOTE: This tactic should NOT be abused to change far away bases to Restricted Commands! Anything outside the Kuriles or Okinawa should be considered gamey IMO

No, as previously discussed in this thread, this doesn't work as of patch 3.
