OK, How big does a base have to be to resupply and repair subs? I moved some to Darwin from the PI but they dont seem to reload torps? Any advice for me?

You need a level 7 port to reload torpedoes (and supply of course). Also if you have enough naval support, you can reload smaller ports (manual page 287).
And keep in mind that there is AS ships (submarine tenders) too. You can also reload torpedoes from AS ships that have supply on board. So basicly disband AS ship to any port, and there's your submarine base.

At least one AS in java thats well worth rebasing to Darwin on day 1 imo.

If you want to true to the doctrine of the USN, an AS should be in the port you are using as a sub base for that division of boats. This would be regardless of size. The AS was the sub division technical support. In particular, the Torp maintenance boys. Some division commanders also used them as their floating HQs even in port, while others put their planning staffs ashore.

Not familiar with Dutch, RN or IJN doctrine.

going crazy trying to find the size of a division on the web. All I can find so far is two submarines make a section and two section make a division. So you are saying four submarines to an AS?

I try to keep things organized along historical lines just because it makes it easier to keep track of everthing.

I keep around 25 subs to an AS, and long as supplies are available I never had problem reloading torps. Basically like JAVA I have around 25 boats operating out of Batavia and Sarabaja, Darwin has 4, Moresby has 12 and Townville has 20. Each has its own AS and some bases like Suva and Noumea have their own AS without boats assigned to them.

Submarine division should be somewhere between 6 to 12 boats.
