If a Unit require 1822 Supplies but only have 1815 Supplies, will it then fight at 25% strength only ?

I don´t know how the missing 7 supplies would influence it exactly (in terms of adjusted av reduction) but for sure not reducing it to 25% as I´m fighting quite often with not exactly the needed supplies.
