FATAL Error 300

Getting Fatal Error 300 on trying to start the game. Does not get into the selection area where I can load a saved game or start a new one? Is this a re-install scenario?

Also to provide further info: This was an install that worked. I cannot remember how recent that was but can be sure it has failed post patch.
