It states in the tutorial that F7 brings up the Ships and Bases dialogue...it doesn't - unless my F7 key isn't working [&:]

mmm...like I said, it's a possibility. I'm trying to think of a game I have that requires F7 to be used so I can try it...

Well, just tried F7 and it's all good. Don't know what happened earlier, but it's fine now.
