I have this friendly empire. I can sell them 190k in return for 200k, which is money for 10k more money.

Doesn't anyone else agree that this is a bug? Or am I the only one experiencing this?

Besides, the numbers above just examples, if that wasn't clear. I've tried with less money, not more, but this alone seems to be enough for the devs to look at, doesn't it?

Oh definitely an exploit.  It actually made me laugh a bit.  Regardless, this is a single player game so all you really need to do is just not do it.  What I think is more concerning is this simply a problem with how it values cash or more indicative of a greater diplomacy imbalance.  I'd say it's a bit of both as I've noticed I can buy critical colonies fairly cheaply and tech values (special ones aside) seem to be all over the place.  In one example I bought a colony off an empire which had one of those lone special resources.  He didn't apparently value the resource very highly when considering to sell the colony which admittedly wasn't that well developed yet.

 "Hey bud, I give you 190K, and you give me 200k, ok?" "Yeah, why not, we are friends!"

My favorite is the ability to strip everyone of their cash and colonies in exchange for my awesome cargobay tech.

This really sort of works in real life, too. You can, in fact, bum money off your friends. If you keep doing it, they may eventually stop being your friends, though.

Not that this means, having such an exploit in the game is okay, yes? [;)] Or is there really a hit in relations in-game if you do it? Then it could be sorta fine. Only, the penalties for such abusive trades seem to be a bit... on the light side (meaning, I haven't noticed any, short of making the other empires envious of you, the more you outstrip them).

Along with this, its exploitable for increasing your relation with a civilization. Yes, they actually start to like you the more money you take from them. An interesting psychological disorder, to be sure.

In fact, they like you even if you just trade 10k for 10k. An easy way to max out relations with anyone other then the handful of races that require 11-14k for 10k.
