...a hinderance to my enjoyment of the game.

i guess this just follows into a general critique of technological advancement- it is not balanced. It seems that the final and most powerful techs are "found" and not earned. This lead to a ridiculus situation where a very minor race is spamming me with offers to buy a "deathray" for the maxed out amount of cash. This is just silly, the best techs in the game need to be earned. At least in Master of Orion, you had to be powerful enough to defeat a very tough gaurdian before you have access to Orion itself and the related techs.

A small complaint, but I think an important one. I am reaching the endgame on a very long game for me just to find to a minor AI power spamming me with tech far beyond mine.

I think you are confusing main races trying to sell their unique tech, which is why it cost like a million credits. Many other's have address this issue about races selling their unique techs. I think they should be able to do that, maybe you can only gain their unique tech by capping their capital planet?

Also they should limit the amount of diplomatic offers you receive, because on 4x it amounts to spam.

Nope, the planet destroying techs are found. You get a death ray and some awesome shields. You find an incomplete "death star" and are able to salvage it. I think every race has equal access to this find.

I dont mind the tech trading, because often times the AI is a good negiotiator. I object to selling techs, they dont seem to do as well when they do that.
