What size and extension does the flags have to be to have the game reconizge them?

Yeah, they were a weird file format that I couldn't open with Photoshop. I think it was WMF or something?

Windows Meta File, they open in Win7 in MS Paint (no saving though).

Open and save them in Adobe illustrator, these are vectors not your avarage jpg kinda file :)

2 colors (Black & white) they represent your empire's main and secondary color you choose ingame, about the size, open an existing one and use that.
