No, but it is a good idea to have one. Especially if you are new. You should be able to come up with one that works for you after playing a few turns.

Also, if you are not using it, download "WITP Tracker". I have had it a month and swear by it.

I am thinking about creating a turn-by-turn control sheet for my new Mod when I am playing Michael.  Will put some time into it and see what people think...

1) Adjust CAP levels for every single fighter air group and check every single pilot fatigue level.
2) Click End Turn

I plan my rounds a few days prior to plotting them, goes faster that way as I can plan while opponent has round.

Checklists are good, but I work a lot and have a new baby...so time management is key...also, on a game this scale, each turn should not be perfect in my view.  The shear mass of detail should overwhelm, as it did the real commanders.

I use a work-week checklist and a Sat/Sun morning checklist. 
The work week is simple:  watch turn replay closely for messages like "TF snooped by enemy carrier aircraft; read intel (if allies);  sort ship list by endurance to find all my escorts that are running out of fuel; refuel said escorts; give orders to units by Theater (always use the same order such as China the clockwise to Home Islands, etc.); double check orders to all CV TFs and any major combat sites.

Sat/Sun morning checklist:  Once a week, check all air units set to training and move pilots to the pools; review and update all submarine patrol areas; review all production; review all convoys; plan major ops and adjust LCU prep locations; perform work week turn tasks.
