I managed to use the editor and create a neutral Poland consisting of several provinces.
My problem is that when 7 Human players play the game no one can take control of Poland as a free state when a Major Power DOWs it. When I play the game with at least 1 AI playing then the AI will take control of Poland as a free state with no problems just like any other minor country when it is DOW. Any thoughts for a solution?

Have your Human players checked the box by Poland to be in the running to take control of Poland when she get DOW'd? The diplomatic setting screen is where you do this!

The problem is that there is no check box for Poland(at least on my Computer I'm running version 1.702).

In a PBEM game that I am in, the Prussian player has created Poland and there is no checkbox for Polish control.  Granted, it is a Prussian possesion currently, but that could change do to a variety of events.  There needs to be a mechanism to put a box on the diplomatic page.

Found this one! Yea, this was not done because a Kingdom in EiA could never be neutral so Kingdoms could never have a DOW issued against it thus no one could go for control of a kingdom.

So the answer is a Human player can't take control of Poland in the computer game(but the AI can)?

Not to be a "rules lawyer" but it is possible for Poland to become neutral in Classic EIA. Rule 11.1.3.2 ...If a Polish Free State becomes neutral, it is teated as a multi-district minor country.

Definitely possible, sorry Marshall you are wrong on this point there's no exemption for Kingdoms (New Political Combinations) from rule 10.5.2.2 - BEING IN THE FIASCO ZONE: If a major power commences a Minor Country Control Step in the Fiasco Zone all controlled minor countries of that major power will become neutral regardless of occupation attempts, including minor free states.

No apology necessary! You're right! 11.1.3.2 also states that is could become neutral! I am treating her more like a CotR or Ottoman. OMG Poland is a thorn is my code :-<

If anyone is interested, I found a way a neutral Poland in a 7 player PBEM can be controlled by a major power even though there is no checkbox for Poland control. What you have to do is make Neutral Poland an ally of a major power(for example France) and then when anyone declares war on it, France will automatically take it over without a checkbox having to be checked. Of course this doesn't solve the problem if Poland goes neutral during a game but it does for a created neutral Poland.
