In Galciv2 military power/ranking of your empire is very important. The AI decides whether to attack/demand tribute etc.. on the basis of this (weak empires will not soon attack stronger ones, perhaps only if they gang up on the strongest player). In DW, does the AI take into account the military strength of other empires when going into war or diplomacy negotiations?

It is supposed to - based on some of the reports I've seen, I do wonder if there are some exceptions. When I do my play testing, it seems to behave rationally.

BTW I find the Empire comparison lacking : no research comparison, no breakdown of economy by taxes vs trade/other, no happiness/approval comparison. GC2 info was much more complete ...

I think we could do a better job of summarizing that info, but with that said, diplomacy already gives you a good idea whether they are ahead or behind you in tech based on the tradeable techs and with an operative in deep cover you can see all their movements and systems. Also, the various empire comparison/victory screens as well as the diplomatic summary screen gives you a good idea of economic power.

I like the diplomatic summary screen, besides there is also this other screen where you can make all kinds of comparisons.

Whether you military ranking speeds up or slows down AI attacks, I can't answer
But they will eventually attack anyway

At the same time, I've found races tend to have a negative diplo bonus if I'm far stronger than they are

Sure but what's the goal of the comparison scren then ?
About victory conditions it's pretty spartan too : we could have an evaluation of each race progress, at least those encountered.. A2526 has a nice empire comparison too, with all of this plus more !

As it is, being strong seems to make them MORE likely to attack you. They start to covet your colonies, hate you for your massive strength, a single one of your powerful ships being in their sector gives you -100 reputation with them, ect.
