Ok, I'm confused.

The AI empire seems to be able to build something I can't [:(]

He has build what I think is a small space port, in a otherwise empty star system, and has the freighters using it.

Here he has 3 colonies connected by a star base.

Here's the system the base is in. Nothing more then a star with a asteroid belt

It seems by the "Design" to be a "Small Space Port".

I've tried to design one small enough to be build by a constructor, but it doesn't show up as a build option.
How did the AI empire build one here, so that the trades could make use of it?[&:]

That is space loot found by the Empire.

You can build a starbase any where, even dead open space. Your freighters will supply it.

For example, you build a starbase half way between you and your enemy in dead space. Design it will huge amounts of fuel and cargo space. Now it can act a staging base for your fleets. Your civilian freighters will keep it supplied.

lordxorn, he was referring to seeing a space port in space, which is not possible to build as they must be around planets

But as Ashbery pointed out, the game start may sometimes generate an abandoned space port in deep space or an asteroid field

Whether this is intentional or not, only Elliot can really answer, but it's a nice feature regardless

It history is a mystery. Perhaps the asteroid field used to be its planet. Perhaps it was seperated from its planet some how.

I have been able to do that when discovering some old star ports in deep space--or one of them was in an asteroid belt. Not sure. Scratched my head as well for a minute, then just accepted it.

These discoverable space ports are in the game by design. You are correct that you cannot build space ports at these unusual locations, but these abandoned ones can be acquired and used by the empire that discovers them.
