Advancing as the IJN in 1942 as part of a full campaign scenario, you encounter undeveloped bases controlled by the Allies -- many on isolated island hexes. Does it make sense to spend resources to take control of those undeveloped bases so that they're "owned" by the IJN?

If so, is there any better way than landing a small unit with an assault value, like SNLF, and making a deliberate attack (presumably planting a flag on the highest hill in the area)?

If the points are tight, you may want to designate one small infantry unit to be landed by submarine and take it from undeveloped site to undeveloped site. Once it has captured one, reload it onto the sub and head to the next. Usually I don't worry about the undeveloped sites (except for the two next to Lunga - I figure that their changing back to enemy control is a warning of a landing).
