are passenger compartments and recreational the modules required for making a station a possible resort?

i have a game where my home planet has rings with 35% scenery bonus, so i added these to my large space station and retrofitted it.. but it always shows 0 resort income. i even put a stock resort base as well from the planetary construction yard but still nothing on that second base

of course i have everything else usually required... docking bays, medical, commerce center, cargo space, energy

would really like to get the resort producing as it's the only thing i'm hoping might give me an edge for me in this hard game i'm in
