When you auto generate empires every empire is crammed into 1/4 to 1/3 of the map. AI empires should generally be evenly dispersed. You can get around this by manually generating empires and setting distances but this process has a couple issues as well.

When manually generating empires it's difficult to set up empire balance the way you want. No picture or information is given when you select different empires. Empires that are allowed special government types when chosen by the player are not allowed these government types when setup for AI. We need pictures and empire information displayed when selecting empires for AI use. Also, special governments should be allowed on this screen for empires with access to them.

Yes I have seen empires even start in the same system.

Known issue: If you choose "distant", everyone else winds up crammed in the corner, instead of distributed around you.

When auto generating you don't have any choice.

When manually generating (quite tedious for reasons I pointed out above) you wouldn't choose "distant" for every empire. An example of how I would distribute 9 empires: 2 near, 4 average, 3 distant. Works well enough when starting on the edge, although sometimes near is way too close.

Anyway, I hope they can add the things I mentioned above along with fixing the government and auto generate issues.
