Human race with home planet of marshy swamp planet cannot colonize other swampy marsh planet. Why?

That's not a new thing - you can colonize the union of the dominant race's (for each planet) default colonizable planet type(s) plus those that your tech allows. Although humans can start on a Marshy Swamp, which was colonized at some point in the distant past, they don't start out being able to build a colony ship that can successfully start a new colony on one.

I realize this can be a bit odd and we have discussed doing it differently in the future, but right now that is how the game works, so it's by design.

Thinking about it though, humans that are already on a marshy swamp planet should know very well how to colonize one.  If they're limited to continentals, then that's really what they should start on.  That's definitely confusing for new players.
