This is repeatable, at least in my game.

Go to the construction yard or ships screen, select a construction ship and tell it to retrofit. It will go to your homeworld to retrofit no matter where it is in the galaxy. Every construction ship I've retrofit this way has gone to the homeworld and gotten stuck in the yard requiring me to delete it.

Right-clicking on a ship or fleet in the main window and telling it to retrofit will send it to the nearest/fastest planet as expected, but retrofitting from the ships screen will always send it to the home colony/spaceport.

I didn't test retrofitting from the fleets screen, but I suspect that may be bugged as well.

Also, retrofitting spaceports from the ships/yards screen allows you to queue multiple retrofits if you change designs before the first finishes or while it's in the queue. right-clicking does not allow a retrofit to be assigned until the current retrofit is completed. This is how I bugged my homeworld retrofits and had to rebuild the port from scratch twice so far.

If a construction ship is stuck in the yard and I queue a spaceport retrofit, the spaceport retrofit will get stuck as well when it makes it into the yard, particularly if I have multiple retrofits queued.

It seems I'm partially wrong. Right-clicking sends them to my top-value colony, which is no longer my homeworld.  But it's still not the nearest colony by far.  And they don't seem to be getting stuck in the queue.

...this is a bug? You'd rather have them go to refit at some two-bit podunk spaceport? If anything, getting stuck in queue more common at podunk spaceports where construction supplies have never been delivered to do anything.

I'd prefer they either go to the most capable facility, followed by the next most capable that isn't booked solid for the next 10 years.

Yes, this is a bug. At the time I tested this, I had 193 colonies in 133 systems. There are *more* than enough well established colonies which are much closer than the opposite end of the galaxy that can handle the job. I specifically picked a ship that was at the far end and told it to retrofit from the ships screen. It then went off to my homeworld when there were at least 5 systems closer with empty queues and full 400 yard capacity.

As Shark said, I expect them to go to the most capable and closest planet. Preferably one that doesn't have a large queue already and I certainly do not expect all of them to go to the same planet if I do a mass retrofit. They should each decide where to go individually based on their relative position in the galaxy and the current queue/capacity at the potential destination.
