Version: 1.0.4.6 Settings: All sliders to normal, 19 IAs, 1400 stars, independant colonies not allowed to become empire

In a game I was playing, I noticed that some IAs (at least two) seemed to not colonize since the beginning of the game. Alas, I do not have a save of the start to 100% prove it, but after playing with the editor between all my saves of this game, I am pretty sure of that.

Some screens to illustrate this:

Year 2777 - The Tullia Alliance (ketarov) has only one system...

... with only one planet colonized, whereas a nice continental one is available very close in the same system!

I checked an anterior save with the editor (year 2764) : same thing, only one planet! When checking I also noticed that another empire was in a similar case, the Naxxilian Empire (naxxilian), with only one planet after many many years, whereas a beautiful one was available in the homeworld system... Very very strange.

As these two empires has only one planet, of course they are very isolated, with very few contacts, and are at wars with no one.

I checked their research advancement to see if it was something linked to that, but no, every basics tech needed to build a colonization ship seemed to be here.

So... Work as intended? Bug?

(I have some saves available for investigation if needed) :)

did you check their cash ? They are broken, they can't afford a colony ship.

They have cash : The Tullia Alliance has, in 2764 (my most anterior save), more than 27K in available cash, and the Naxxilian Empire more than 20K.

It must be something else, as every empire start with enough cash to build many colony ship, and as explained they had a very nice planet to colonize in their home system but done nothing.

I do not see what the cause could be... so strange.

The two concerned empires are:

The Tuulla Alliance, sector I6 The Naxxilian Empire, sector C2

Both have nice continental planet to colonize in their sight, even in their own homeworld. Both have enough cash to build colony ship. Both seems to have all tech needed to build a colony ship desing (not sure, to be confirmed by a design specialist).

I do not see what could be the cause of these 'no-colonization' behavior, very strange...

Galaxy settings for recall : All sliders to normal (no tweak from default position), 19 IAs randomly generated, 1400 stars, independant colonies not allowed to become empire.

I am wondering if, when you start a new game and generate ennemy empire by the 'Auto-generate starting empire' option, independant colony are automaticaly allowed to become empire...?

I am wondering this because I do not see other explaination.

I will check this on my side by startinga new galaxy and give some feedback after. :)

When you start a new game, there is an option named "allowing independant colonies to start empires" or so. It is checked by default, but you can uncheck it if you want. What you have seen is indeed an independant colony that has started its own empire. So don't panic, it's normal ;)

Er, I didn't notice that, sorry ^^;

It may be a bug of this option, so an independant colony can still start its own empire even if you unchecked the option to allow this...

I was thinking to this also, but not very convinced.

I tend to think that there is simply a little issue in the colonization algo : sometime, in very specific case, for unknown reasons, no colony ships are build, even if there is a nice planet in sight, even if enough cash is available...

To Erik request I have uploaded my saves for investigation, but I didnt have seen a feedback yet.

Anyway, I have read that in 1.0.5 the colonization AI will be improved, so we can hope that colonization issues will be corrected (if issues there was). :)
