Can anyone explain or give a solution as to why is it whenever a Japanese land force move into a allied occupied hex (mode is irrelevant combat,move etc) they shock attack and impale themselves totally obliterating friendly units while allies seem to waltz into any hex at will and when they feel like it attack without ever suffering the same punji stick effect?
This is becoming quite the BS game as a result of this!!

I have never had that happen to me. I always play allies.

I've only seen shock attacks upon movement into a hex at river crossings and island invasions. Give some specifics.

Witp1951 is correct. Shock attack on Atolls and across rivers. I have experienced both as either side. It may be possible in certain other rare instances too.

Now let me look up some historical precedent for that!

Apart from above, I have seen them when odds are more than 1-100, but still rare.

As mentioned, Japanese or Allied, anybody that crosses a river into a enemy hex, has to make a shock attack.
And if landing on an enemy atoll, you have to shock attack.

This isn't completely related to the ops message, but....

I'm playing allies vs Japanese AI. There were a LOT of landings that the Japanese made during the first 3 months where they attacked the first turn they landed. Of course, some of the places were Atols, but not all. I would say that 75% of the time the Japanese AI landed, they attacked the first turn. Of the other 25%, sometimes the AI would land non-infantry units that couldn't attack, and sometimes the attack went as it's supposed to; land on one turn, attack on the 2nd turn.

I'm assuming that this is something that is either unintentional, or something to help the AI go faster. And, since it's the AI, it doesn't bother me. But, maybe that's what the Op is talking about?

When moving land units by marching, I only see shock attacks when they cross rivers. And, when they land on atols. That's it. Never seen it happen any other time.

Memory is kinda fuzzy, but I think a fast transport landing vs. enemy base that is not atoll will also trigger a shock attack. It used to be that way in WitP, but I'm not sure if it's still around in AE.

There was such a bug, IIRC it even affected a unit that moved via land once in a while. I know it was fixed but don't remember when.

Also if you are reinforcing a stack in a contested hex-even if you are crossing a friendly hex side, if it is a river hex there is a chance your single unit will shock attack with disasterous results. Experience is a big factor. So beware when crossing river hexes with your craptacular Chinese units. [;)]
