I have a deep inserted agent in xubbhan hive, however, it no longer provides its benefit. I believe what happened was: 1. deep insert an agent. 2. Subjugate them 3. they declared war on me, ending the subjugation.
Other empires for which I have deep inserted agents provide the appropriate benefits namely, I can tell how many troops each of their planets have.
