I cannot figure out why three ships (AG Sirius and Aries, and AD Rigel) do not begin their upgrades in Pearl Harbor.
The upgrades were available in June 1942, it is now August 1942 and the upgrades are listed as "available." All three ships are set on "yes," PH is choked with supply, the base has 739 naval support, and the 100K shipyard is working on ships totaling 40K tons. Three other AGs and one other AD are currently undergoing upgrades, and I wonder if there is a limit on the number of ships of one type that can be upgraded at any given time (there seems no such restriction on AKs).
Without wanting to interfere with the crews' shore leave in Honolulu, I'd like to get the upgrades started. Any suggestions of what I am doing wrong?
