Hi,

It has been 2 years now (in game time) that all my civilians ships are around my planets, doing nothing. At first I believed they lacked fuel, but no, caslon is there and this is what they drink.

For example, to show it is not because they have nothing to do. I have in the same system a crowded planet and a near empty one. The passenger ships have ceased doing anything.

Same for the freighters. They don't transport goods. The miners have all docked and are not resuming operations.

What's going on? A major strike? a BUG ?

As long as your economy is still flowing, profiting and moving goods to where they need to be, don't worry about. Those ships your empire sold to the civilian economy made your empire a lot of money.

The Civilian AI side handles everything so it is really out of your hands.

It can also be an AI civilian ship upgrade BUG, and they are all in a que? Or lack of a certain mineral? Have you recently upgraded your civilian ship designs?

that's the problem, NONE of the ships are moving, so the economy is not flowing. True, my empire have only 3 planets, but still, it smells like a bug... why for example the passenger ships don't move?

No upgrade, it is the first design for all of them

Check your cargo manifests and see if there are any materials being reserved. With the random tech new empires start out with, sometimes you can get everything you need at the begining and your civilian ships will just stand around until there is a shortage somewhere.

Play the game for about 7 years and colonize a few more planets. The private sector doesn't really ramp up for a while, then let us know what's happening. The player has no control over private sector ships, so you're completely at their mercy & there's nothing much you can do about it.

Build more construction ships and let them build more mining stations on autopilot :)

ok, I'll play more and see ... still, that that the passengers ships do nothing while there is pop to move around is suspicious, don't you think so?

Are they all just the passenger ships or the freighters too? Honestly, I never pay much attention to private sector ships becuase they are outside player control. It might be that the passenger ships aren't moving because you don't have someplace to move them to yet, like a recreation base. Eventually, they'll start moving when you find an AI recreation base (regardless of whether you have one of your own). Freighters pretty much move all the time though, moving resources around and such. Also you'll see this ships appear in your constuction yard, the private sector will build these occasionally as it sees fit (again, outside the player's control).

I don't really know what the priorities are for the private sector to move passenger ships. I do know that they move to recreation centers. I think they rarely but sometimes move to other planets perhaps to move population around (maybe from planets that are less happy to more happy, or to planets with a better development % or less tax/development).

Maybe somebody who knows how the private sector works better than I do can enlighten us as to what factors occur before the private sector moves passenger ships: recreation, population limit, happiness, tax, development level, etc..?
